The main factors in the failure to fulfill the state budget for 2019 were low income from rents and VAT.
This was reported by the press service of the Ministry of Finance.
“Revenues of the general fund of the state budget in January - August increased by 7.7% YoY to 594.1 billion UAH and amounted to 95.1% of the signed document. Cash expenditures for the general state budget fund for eight months in the amount of 599.2 billion UAH amounted to 91.4% of the list,” – the report said.
The Ministry of Finance noted that the analysis indicates the continuation of the negative impact of a number of trends on budget revenues.
In particular, VAT income from goods produced in Ukraine (including VAT refund) in the amount of 51.7 billion UAH amounted to 86.5% of the signed document due to the high rate of VAT refund to exporters.
28.9 billion UAH was received from the rental payment for subsoil, which is 23% more than for the corresponding period of 2018. However, rental income amounted to 84.4% of the signed document.
Revenues from VAT on goods imported into Ukraine grew by 1.6% YoY to 184.9 billion UAH. Revenues were met at 87.6% of the signed document.
Revenues from a part of net profit and dividends were received in the amount of 32.3 billion UAH, which is 80.4% of the list.
According to the Treasury, for the eight months of 2019, the state budget revenues amounted to 671.7 billion UAH, which is 4.5% or 31.3 billion UAH less than the plan.
