He noted that the government of Germany made the most effective decision of the housing and utility issue in 1992. “The panel houses were winterized, all the networks were replaced and the roof boiler rooms were installed in each house. The German government offered the Ukrainian “pseudospecific” government the first tranche in the amount of 500 million euros to start this process, and the World Bank offered $ 3 billion,” – the opposition member said.
According to Kolesnikov, the experience of Berlin shows that such a modernization will make it possible to save up to 65% of utility bills. “This will not only create better-quality housing, but will also reduce the population’s costs for utilities. Chances to return this project is still there. We only need an effective government!”- the opposition prime minister summed up.
