If the service is not ordered, it will not be provided.

In Ukraine, it is planned to ban operators from including services in the tariff that are not related to mobile communications – access to video or music and other content. So, the relevant National Commission suggested that the Cabinet introduce a ban on connecting services that are not included in the tariff if the subscriber did not give consent, Segodnya reported.

It is proposed to separate communication services and access services to content resources. Consent may be in the form of a voice message to the operator, text confirmation, or through a set of code.

“Content resources are paid information, reference, entertainment or other service. It is for these services that the consent to receive them will be introduced,” – the material says.

If there is no money in the subscriber’s account or if the amount is less than the boundary (determined by the contract), the operator does not have the right to withdraw money for services. Also, the subscriber can refuse services that he does not need by calling the operator, sending a text message or confirmation code. The draft resolution clearly states "not to provide consumers with a service that they did not order and whose consent was not given."
