“On behalf of some health institutions, there is untrue information that from July 1 of this year people who have not signed a declaration with a therapist, pediatrician or family doctor, will receive only emergency help. This fact is not true. The right to medical care is guaranteed by the Constitution and other laws of Ukraine,” – the Ministry of Health writes.

In addition, a new system of financing medical institutions will be introduced.

“So, until the end of 2018, hospitals that have concluded agreements with the National Health Service of Ukraine (NHSU) will receive funds as a result of the work of the two mechanisms. For each patient who signed the declaration with the family doctor, the state will allocate 370 UAH with the use of age coefficients. In addition, these institutions will receive 240 UAH for patients living in the service territory of the institution, but have not yet signed a declaration on the choice of a doctor”.
